Nineteen of the Russian's 21 championships have been won on hardcourt
A resurgent Medvedev secured his maiden title for over two years with a win over Frenchman Moutet in the tournament championship match.
The Russian, a former top-ranked player, has had a torrid season, winning just a single victory at the big events and undergoing a setback at the New York tournament.
The player's unpredictability on the tennis tour - and struggles with his serve in especial - resulted in him falling of the top ten and finally parting ways with long-term mentor his previous coach.
Currently working with Johansson and Goetzke, Medvedev has gradually improved in the past month - culminating in a closely contested 7-5 4-6 6-3 triumph over challenger Corentin Moutet.
This represents the player's initial championship after the Italian tournament and maiden on a hard surface from March of the previous year.
Success also indicates Medvedev has achieved 21 victories at twenty-one distinct tournaments.
"This marks the first occasion I have attended a event with my both daughters together, so to secure a title is particularly special," commented ranked player the champion.
"This championship is in dedication of my child her name, because the maiden victory I achieved when my first daughter her name was born was for her."
The tennis star, the former major winner, had lost his past six finals, featuring in the German tournament in the past months.
His defensive approach and recurring reactions on the playing surface had caused observers to question if his capacity to perform at the elite level was over.
However the 29-year-old has implemented adjustments in the last few weeks, making an effort to come to the net and play assertively, backed up by an better serving game.
The champion came back from a break down in the initial set against the difficult Moutet, taking four of the concluding five exchanges to gain the advantage.
The competitors swapped break points in the middle set before the Frenchman, attempting for his initial ATP Tour victory, seized the initiative to create a final set.
He defended four early-game break points in a competitive deciding set before Medvedev broke to 15 to serve for the match.
Fittingly, he clinched the title with a rally at the net, with the Frenchman failing to control a return after two hours and 38 minutes.
